Preheat oven to 375 degrees F. Combine eggs and half and half in a medium bowl; whisk until well blended. Add the cheese, salt, red pepper flakes, and dried basil; mix and set aside.
In a skillet, saute green onions and garlic in butter for 1-2 minutes. Turn the heat off and stir in the already cooked salmon (gently, okay to leave in large chunks).
Add the salmon and green onion mixture to the egg mixture; gently mix together.
Spray a 9-inch pie plate with cooking spray. Pour mixture into pie plate.
Bake for 30 minutes or until egg mixture is set. Let stand 10 minutes before serving.
